These Regulations prescribe the procedure for assaying, analysis and marking the state hallmark of jewelry and other items made of precious metals of domestic production and imported into the territory of the Russian Federation from countries not members of the Eurasian Economic Union, jewelry and other items made of precious metals in the Eurasian Economic Union, jewelry and other items made of precious metals.
For assaying, analysis and marking are also taken jewelry and other items made of precious metals after the repair (restoration), unclaimed jewelry and other items made of precious metals, which are levied by a pawnshop in accordance with the Russian legislation, as well as jewelry and other items made of precious metals submitted by individuals. The document sets the following:
- institution carrying out assaying, analysis and marking (FSI Russian State Assay Office under the Ministry of Finance of the Russian Federation);
- procedure for submitting of products for assaying and marking;
- types of products, taken for marking;
- methods to implement the marking;
- grounds to return items unbranded;
- grounds for marking jewelry and other items made of precious metals;
- regulations to make solder for jewelry articles.
Annex to the Regulation contains the list of assays of precious metals.
Government Decree as of 18.06.1999 No. 643 "On the procedure for assaying and marking of articles of precious metals” shall be deemed invalid.
