No Government order needed to replenish Regional State Funds with precious metals

The State Duma’s Committee for Economic Policy, Innovative Development and Entrepreneurship recommended the Lower House of the parliament to pass through the second reading a bill which allows disapplying contract system law of state procurement in the process of precious metals and precious stones public funds’ replenishing of the subjects of the Russian Federation. The document was developed in order to create conditions of for timely replenishment of precious metals and precious stones public funds of the subjects of the Russian Federation. The bill allows such replenishing of regional public funds without following the procedures of contract system law of state procurement. The Committee supported a refining amendment to the bill which denoted that disapplying contract system law of state procurement in the process of precious metals and precious stones public funds’ replenishing should be possible in case the said objects procured were recovered in its territory. Now the mining companies are obliged to propose them for Russian State Repository for Precious Metals on to be purchased a priority basis in order to replenish State Fund of Precious Metals and Precious Stones of the Russian Federation (State Fund). They also have obligation to propose precious metals and precious stones to the authorised authorities of the subjects of the Russian Federation at the territories of which they had been mined in order to replenish regional public funds. However, the contract system law does not apply only in case the procurement is made for the State Fund. 
The bill is planned to be presented for consideration to Duma on June 7.
